Future device interfaces

The following Tango device classes are provided by the future module. Only the public Tango device interface exposed to clients are documented here. Refer to the API docs for the full class hierarchy and implementation details. These classes will become the only interfaces provided by ska-tango-base in the 2.0.0 release, and the deprecated device classes will be removed.
